UGANDA-CHINA US$120 BILLION DIGITAL FISH MAW PROJECT

China’s total Government revenue for the year 2022 was about $2.5 trillion, while for 2024 it was about $3.3 trillion. As presented by IBISWorld “China’s biggest industries by revenue in 2025 stand as”: (about:)

Your Excellency, from our intensive Research, and by innovation, a Chinese delicacy “The Fish Maw” with its medicinal benefits’, has an industrial economic potential that would earn China $200,000 billion for a start, much higher than item one above.
In particular, this fish maw, from Nile perch, fish ed in Uganda, can make gross earnings of: US$45 trillion in one month. Earning China 20% in revenue as $900 billion per month.

Your Excellency, and all the people of China, I humbly invite you, to internalize my Intellectual Researched Fish Maw Thesis for the benefit of both China and Uganda.
I am Begumisa George, Ugandan researcher, with Intellectual property rights UG/IP/2023/10.
This project will be formed and run as private company, registered in both Uganda and China as, “Uganda China Fisheries Company Limited (UCFCL)“, with 5 Chinese directors, nominated by Chinese Authorities and same for Uganda. This project is premised on, “China Exim Bank” lending US$120b to this company UCFCL” at 2% annual interest rate for 7.5years. 1.5 years as grace period. 20% China dividends will be lawfully enacted in Ugandan laws to be digitally transferred daily to China Government as dividends. This will be included in Uganda laws and will run for decades to come, while UCFCL pays back $120 billion as per 7.5-year term loan schedules.
With China’s vast consumer base, and fierce competition, if the potential of the above delicacy is given China’s “National intricate attention and publicity”, China’s national revenue records will shoot to the sky.

Your Excellency, Ladies and gentlemen,

What is in our submission, may appear abstract or too good to be true, but since 1990 through research, trial and error and practice, we confirm that this project will economically elevate Uganda to first world and propel the speed of China’s economy to be the leading on planet Earth.  

This food digital innovation is premised on the 1.4 billion Chinese population. Ironically, currently only a few million Chinese enjoy/ eat this very expensive endangered, Fish maw / Totoaba / Macdonaldi / and Bahaba. With this innovation many other millions of Chinese including all the entire Mongolic set will happily dine, thus these millions in participation by eating makes the   project an ultimate success.  As mentioned in lead letter, Uganda China Fisheries company Limited (UCFCL) will be given legitimate priority in Uganda for the comfort of Chinese involved in the project and this legitimacy will be for today and generations to come.  UCFCL will operate as a Private Limited Liability Company.  But, book shareholders will be nominated by both Uganda and Peoples Republic of China, plus, a legal understanding between these shareholders and their nominees. In Uganda a legal structure, for daily dividends to be digitally posted to either country account, will be incorporated. China’s 20% dividends, will digitally be posted to China Government specific accounts on a daily basis. At least US$30 billion will posted to The Peoples Republic of China’s account daily.

1.0 Preamble

In 1989, I discovered that Nile perch fish maw was a delicacy to some Chinese. Then, I started extracting fish maws from Nile Perch and exporting them to Hong Kong, and my Hong Kong importer sent them to China. My Fish maw business grew rapidly, and by the end of the year 2000, I was the biggest exporter in the Agricultural category in my country Uganda. I had come to know that the biodiversity of Lake Victoria and other freshwater lakes in Uganda had been dominated by a Veracious Predator (Nile perch) to all other fish species in Uganda. To fish and catch Nile perch at that time (1989-1991, was very easy because of the abundance of the Nile perch and its prey. All fishermen were using big holed nets and big and live baits, targeting big Nile perch. Immature Nile perch would slip through the big holed nets and not attempt big baits. One would harvest as much Nile perch as one wanted. Immature fishing or overfishing was unheard of.

As time went by, my export volumes increased, attracting competitors to the Fish maw business. Scores of Chinese groups came to Uganda and set up Fish maw businesses till today. With this increased fisher folk population and the big demand for the Nile perch fish maw, the Nile perch fishing pressure went up, so much that fishing of immature fish and overfishing became a daily occurrence. Driven by the Fish maw demand, both Nile perch fish and fish maw prices shot to the sky. Today one big-sized fish maw sells for US$2500 – $3500. With the Chinese at the helm of the fish maw business in Uganda, the trade competition has been very stiff. Between the years 1999 to 2016, the Nile perch had been overfished, almost to extinction. On 31.05.2016, Uganda’s Head of State lamented about: “the shame of illegal fishing”, and it was then that the Government started a move, to prevent the Nile perch from extinction, but still the bad fishing practices have continued unabated.

2.0 Problem statement

Uganda’s problem is how to: “leap from Least Developed Countries to first world”. Chinas problem is to: “maintain the speed of her first growing economy” The positive results of our research is like a double edged sword, to Propel both China and Uganda economies.:

Today in Uganda one big Nile perch fish maw sells between US$2500 and $3500. A medium fish maw sells for US$1000. The bigger the fish maw the bigger the money. This price has been the same for over 20 years back. If Uganda harvested Nile perch and sold just 100,000 fish maws daily at $1000 per fish maw, earning US$ 100million every day, would Uganda still be a poor country? NO.  Since fish maw is a both a delicacy and medicine to the 1.4 billion Chinese, if that money was or is shared by both countries where would the economy of both countries be? The above daily measure:US$50m for Uganda and same US$50m for China is about 10% of what the project will earn at maximum production.The issue between China and Uganda is: How more long, will both China and Uganda, sit watching Nature’s biggest economic potential in our midst, and doing nothing about it?

It would therefore be prudent that “Uganda harvests only the mature Nile perch, whose Fish maw will sell for at least US$1000. However due to poverty tied to unemployment, Uganda’s fish community, overfish and harvest immature fish for survival, and may lead to Nile perch extinction.  This Project therefore, is designed to envisage transforming the countries’ economies, overhauling Uganda`s infrastructure and improving the livelihood of Uganda citizens, while prospering Chinas economic advancement.

3.0 Project Goals and Purpose.

The project goals and purpose are in 3fold: The first is personal;  

At the helm my company’s national supremacy, of (1998 to 2007 Tropical Fish Industries) in fish Processing, production and export, Fish maws was the secret of my trade dominance. Today, fish maw legacy is haunting me. Seeing this potential sinking to the dregs is killing me faster. Can Uganda’s 18million un-employed youth use this opulence potential? If the 18million Uganda youth could be absorbed in Uganda’s Fish maw business, and each of the 18million is earning a living wage my conscience would settle amicably.

The Chinese insatiable appetite for fish maws is driving Mexico to auction one large fish maw at US$80,000.  Uganda’s fish maw price is edging upwards to US$ 3500/ per piece. The fish maw scarcity is driving prices crazy. It is therefore prudent, if Fish maw availability status to the current consumer, could be in the approaching corner.  I would also be very lucky if Mighty China can adopt my proposal and am one of those prospering her Mighty Chinese Economy, to the best on planet Earth.Uganda’s current proven oil reserve is 6.5 billion barrels. At current rate of US$80 per barrel. The total amount Uganda is worth about US$520billion.  Uganda will spend over US$ 100 million and for over 10 years to start drilling oil worth $2billion per year. Am proud to announce that Uganda’s better oil is in our midst; Ennuni (local name) / fish maws, if the project is given intricate attention, by the hosting country. The main purpose and goal is to drive Uganda’s economy to first world standards.

4.0 Uses of Fish maw.

Fish maw is ranked 2nd among Sea Treasures and has the following benefits:

  1. It is one of world’s most expensive soups. It has a potential market of over 1.4 billion people as a delicacy to most Chinese, plus people from Hon g Kong, Taiwan, Singapore, Macau, Myanmar, Vietnam, etc. 
  2.  Fish maw is a raw material for making surgical threads, Cancer drugs and some aesthetic drugs. 
  3. It is also the main ingredient in Aphrodisiac drugs, which increases sexual libido in both men and women, and a must ingredient in drugs which cure Asthma, Arthritis and Importance.
  4. Powdered fish maw is a modern raw material in all cosmetic factories.
  5. Fish maw is a Bio-material in Biotechnology for Tissue Engendering. 
  6. Fish maw soups quicken recovery in surgically operated patients and are a major ingredient to persistent coughs. 
  7. Fish maw is an essential tissue remedy with very low cholesterol and high protein.
  8. The special nutrients in fish maw help to heal the lungs and kidneys.
  9. Most Beer and beverage industries worldwide use Isinglass, a form of collagen used mainly in the clarification and fining of beers, wines and soft drinks. This Isinglass is obtained from the fish maw. 
  10. Fish maw is also a raw material for specialized glue. 
  11. Apart from being a traditional decorative and prestigious treasure to the majority of Chinese, a strong luck cultural belief, ties the traditional bond between some Chinese and fish maw creating unlimited need. Fish maw is also a culinary ingredient and important medicinal component, in Traditional Chinese medicine.
  12. To some millions of Chinese Fish maw is a sign of Wealth. 
  13. As if the above uses are not enough, recent technology indicates that: Extra fine powder, from big mature fish maw (shown in the picture below) can be added to graphite epoxy, for thermal blanket, used in manufacturing of Aircraft and Space shuttle body parts.

Note: With the associated benefits, Uganda’s fish maw production will never satisfy the Chinese demand.

The above is an 87kg Nile perch fish. Currently, the fish maw from this Nile perch sells for US$2500 – $3500. “This is the Nile perch, this project will mainly base on, to Harvest.”

5.0 Project Justification.

All Agricultural Exports like Fish and Fish maws, from Uganda to China attract 00 tax.  “Harmonized System of Commodity description” HSCODE 0305722 and 03057900. Other countries, with huge fish maw consumer base include: Hong Kong, Singapore, Taiwan, Myanmar and Vietnam, and Thailand also allow Nile perch fish maw import with 00 tariff.

Today about 500,000 Ugandan youth go out to fish in Uganda’s fresh water lakes. Each individual harvests as much fish as possible. No control on number. For this research, we assume that each fisherman harvest 1000units per day. Thus: 500,000,000 units of Nile perch harvested in Uganda per day.  Surprisingly a miserable UGX500 million (US$133,000) per day is realized from this harvest in Uganda, “so sad” “so bad” because almost all the fish is undersize and immature.           

However, if this project is given political blessing from both Uganda and The Peoples Republic of China, and strict security is given attention, only 100,000. Ugandans, harvesting only 50 units of Nile perch each day, would earn US$ 5 billion in one day. (100,000 fishermen x $1000 per one fish maw x 50 fish maws = US$ 5billion per day).

 If this $5 billion is shared by Uganda and China. China would be richer than it is today. Ugandans would be rich and would be on the road to first would.  Its therefore a justified economic cause, if China Government, blesses China Exim bank, to lend: “Uganda China Fisheries Company ltd” (UCFCL) US$120billion for 7.5 years at 2% annual interest rate. This will lead to:   A universal economic, transformation of both China and Uganda. Particularly, the US$120billion will boast Uganda’s; Physical, Social and economic infrastructure, leading to first world status.  The 20% China allotted shares, will earn China at least US$900,000,000. Per month for decades to come. 

6.0 Project description.

The heart of this project is Fishing. The main components in this project include:   Architectural designing, Creation, Construction, Rehabilitation, Modernising, improving, of the current 3000 Uganda’s gazetteer fish landing sites:  To developing each of the 3000 beaches to very modern, like best on international standards. Plus, construction into a Satellite City, around each of the 3000 beaches.  Architectural Design of each of the 3000 landing sites will include: Long lasting good tarmark roads, protruding out of each beach. Some roads over 60km long, towards Uganda’s main roads. The small beach satellite city to be built from each of the 3000 current Uganda gazetted beaches, extends to over 10 km in radius along/around these modern roads. Land tenure around each beach satellite city, has been discussed by both local residents, in their local administrative structures (LC), and Uganda Parliament, and legal instruments enacted to harmonise society around these beach satellite cities for current and future generations. A modern, big, well planned, fish housing/fish houses to be occupied by different administrative structures are in the design and are part of the project. Modern communication infrastructure, including wireless installations and communicating cameras are a must in the project.

The project will digitally enrol at least 18million youth. Each youth has been instructed to work independently or in company groups. All current Ugandans involved, working, participating, earning from fish related activities will be digitally enrolled first.

Each of these people, having been enrolled, will be loaned sufficient money at 6% interest rate per Unum to let each operate smoothly in his job. This money lent to each individual or group, is primarily to incorporate him to the fishing community, for the job of fishing in a new orderly structure, and acquire fishing tools and equipment. This loaned money also involves purchase of a High quality, specifically designed by the manufacturer, “special digital smart phone.” This smart phone is designed and manufactured specifically for this fishing project and it digitally operates in harmony with other project fishing gadgets and machinery. This smart phone also operates as an identity for the owner. It locates the owner wherever he/she is. This smart phone acts as a fish selling device, fish fishing guide and device, and helps the individual owner in accounting, statistics and inventory.  While out in deep waters fishing, with a special fishing password, this phone will guide the fisherman to mature Nile perch locations for easy catch.  Ownership of this smart phone is not transferable except on death where a legal procedure is strictly followed.  All operational apps for this project have been pre-installed, waiting to be identified with the owner at initiation.

 Stealing this phone is useless. Allowing your son, friend, wife, or next of kin, to use it on the owners’ behalf, can only be done with prompts that are controlled by this project digital control centre. 

Note; Architectural and building design of the Project operational apps and the Mother Web portal are input, in this very expensive smart phone. But the scientific literature of the apps will be released at a later stage

Each of the 18million youth, with this special phone in hand, is allocated a   fishing location, at any of the 3000 gazetted fish landing place in the beach satellite city, where he/she will spring from to go fishing. Fisherman must only fish “Nile perch whose Fish maw sells for more than US$1000 per piece”. Each of these people are specifically allowed to fish and bring home from fishing work, a specific number of that Nile perch caught. For example: If each of the 18million Ugandans is allowed to fish once per month, and on that one day, he is allowed 20 Nile perch. This means: 18m*20p*$1000*30days =US$10,800billion, means that The Peoples Republic of China’s 20% dividends for only that month will be US$2,160 billion.  

On each beach there is a specific place, or open modern housing shed, to extract fish maw from Nile perch. This place is for the Nile perch owners who prefer to sell their Fish maw there and then. The majority of the Nile perch owners may sell their fish maw before the Fish maw is extracted from their Nile perch to Fish factory fish processors. The owner of the fish maw can sell the fish maw in any form, dry or wet, immediately or later. Malpractice in this job is almost impossible.

Not all the 18 million or more registered for fishing, must personally go into the deep waters for fishing. No. From each beach, there are, or there will always be, servicemen, divers and real fishermen to hire and they do the job.

 If it is your day for fishing, you may hire one of these divers / fishermen. They are always present in your allocated landing site/fishing beach satellite city. The special fishing smart phone in your hands operates with a pre-installed, inventory app that allows you to know your day’s fish catch. Your day’s fish catch may have been done by your hired fish men.

Each arrival area at the small beach satellite city, must have: digitalised weighing gadgets. These gadgets include; 1- Digital weighing Nile perch fish chute, 2- Digitalised weighing scale, 3- Digital coders, 4- Spy Communicating Cameras, 5- Project staff, and 6- some other necessary industrial tools, machinery and equipment, to help move the big sized Nile perch harvested that day.

When the harvested Nile perch arrives at the fishing beach place, the fish owner will weigh his Nile perch. As the Nile perch fish owner weighs his Nile perch fish, all connected digitised wireless gadgets, including spy communicating cameras and his special smart phone post the weight in format set on the Ennuni/ fish maw web portal. Ennuni web portal is the mother app. At weighing, either in Chute or scale, all participating shareholders, posts their inward monetary returns. The pre-installed systems include all dividend allotted as: 1- Uganda Government 20%, 2-The Peoples Republic of China 20%, 3- Uganda China fisheries company ltd 20%, 4-Loan repayment 10% and lastly 4- the fish owner 30%.  This Allotment is only for the fish maw either inside or outside the Nile perch, harvested that day. The rest of the Nile perch belongs to the owner who harvested the Nile perch that day, Plus his 30% Fish maw allotment.

When the loan is repaid the 10% will be shared as: 5% Uganda and 5% China.

This youth, fish owner, who has harvested the Nile perch that day, has been projected that with his s 30% individual fisherman share allotment, he will earn over US$25,000 per month. This US$25000 will also be earned by each of the 18 million youth / people or more participating in this project.

These Individual big earnings trigger each individual, or group, in society to invest in big projects like: Boat building projects, condominium flats, Nets manufacturing companies, good schools and hospitals projects in the neighbourhood, Fish fillet factories, ice production plants, polyurethane panel factories, Cage fish farming machinery & equipment, gadgets etc. to mention but a few. These new factories in hundreds, and other related mushrooming developments will be or are part of this project.    

This project will install Big industrial cold storage facilities. These industrial cold storage installations, will facilitate and accommodate the huge fish fillet production, at each Fish landing beach satellite city, empowering at least 90% food security for Uganda. 

China Exim bank, will open National branch in Uganda plus many branches at any of the Satellite beach cities. China Exim Bank will be connected to the project, digitally. Uganda revenue Authority will also be digitally receiving its daily dues. All activities including, Bank lending, or repayment, funds disbursement by UCFPL will be done by prompts pre-installed in the Special phone in the participating individual hands.

The architectural programing, planning, installation, building, borrowing from bank, paying back to the bank, and all procedures for any activity will have been input on the special project smart phone. To internalise and own the digital processes of this project, either Uganda Government will allow UCFCL to monopolise Uganda Telecom or this UCFCL will be allowed to inaugurate their own wireless service provider. 

When this project is given Political blessing by both countries, a one year, or 1.5 years fishing holiday will be mandatory so that, the current 2million fish population, earning from fish related jobs are being digitally enrolled and financially mitigated for. This is also the time for Nile perch to multiply uninterrupted., 

Finally, our research confirms that, if the biodiversity of our lakes is left to Nature, In the 4th  year, the Vicious Predator (Nile Perch) numbers may outgrow the prey. To mitigate this scenario, we propose Massive tilapia cage farming by part of the 18million youth. These people will also dignitary borrow working capital for this cage farming. Cage farming is also known as off shore cultivation which involves controlled feeding. Caged fish like tilapia is raised in cages suspended in water bodies like lakes and ponds. By that time Nile perch will have been introduced to all fresh water lakes and rivers in Uganda, including crater lakes. Introducing Nile perch to all the water bodies of Uganda, is a big component of this project. This cage project will be done after; detailed projections, separate research, ecological and environmental concern has been carefully analysed.

The purpose for these cages is to grow types of fish for mass reproduction. The cage farmer has guidelines at each stage of fish growth and at an agreed time, the caged fish is let out to the      water bodies ecosystem and biodiversity. The waiting predator “Nile perch” outside the cage takes charge. The cage farming app has also been pre-installed in this special smart phone, in the hands of the cage farmer, which he acquired at initial enrolment. The cage farmers have been guided to choose either to sell grown up caged fish to the project or to the outside public for processing and eating.

7.0 Project Feasibility and Sustainability – From our Research desk.

Introduced to Lake Victoria in 1947 by an Italian priest, the Nile perch survives only in fresh water. East Africa is blessed with worlds’ 2nd biggest fresh water lake. Today Nile perch is also available in other Ugandan fresh water lakes namely; George, Edward, Kyoga, and Albert. Nile perch can also be introduced to other Ugandan lakes and rivers.  Nile perch is purely and solely carnivorous and hunts and eats only from its own live prey. At about 1.5 years old, the Nile perch is about 50cm and spawns over 2 million eggs twice a year. It lays the 2 million eggs in batches at lake shore areas, especially rock y, sandy, or stony. Older and bigger Nile perch may spawn over 14million eggs, after spawning the mother Nile perch goes to deeper waters, leaving the hatched eggs to nature. Hatching takes about 20 hours. The hatched fries left to nature, only about 10000 or less survive and hatch in tinny fingerings then to adults. In a good-natured environment with plenty of Nile perch prey, Nile perch will grow to 300kg in 4 to 7 years.  At about 3 years and upwards, some male Nile perch may change to female and also lay over 2 million eggs twice a year. Our research confirms that, Nile perch spawning perimeter area in Uganda incudes: Lake Victoria 1750km. (Kenya’s 550km and Tanzania 1150km perimeter area is not included). Uganda’s breeding shoreline include: Lakes; Edward, George, Albert and Kyoga about 1800km. Other breeding shoreline are Kalangala’s 84 Islands, about 1500km. Lastly, Buvuma’s 52 islands and other Lake Victoria Islands plus over 130 other small lakes (list provided at appendix) estimated perimeter lengths 2000km, Total breeding shore line is about 7050km. This gigantic shoreline is a big blessing for Uganda and this project.

Compared to all other fish species in the fresh waters of Uganda, Nile perch multiplication is about 3 times higher than all other species in our lakes.

It is this Uganda’s Ecological & environmental setting, with about 7050km breeding shoreline, that we based on to advance our “Uganda China Fisheries Company limited” (UCFCL) US$120billion loan request to Exim Bank China, accompanied by Political blessing from The Peoples Republic of China. 

The Chinese Insatiable Fish maw appetite has driven the price to over US$3500++ per peace in Uganda. (in Mexico Fish maw sell for US$10,000) These prices are pushing the Nile perch to extinction.  To mitigate the extinction scenario, we innovatively expose to the public the economic potential lying idle for both Uganda and China. To trigger successful intervention, we decided to provoke Chinese Government to understand the gigantic economic value of this Fish maw, which is this research analysis.   The simple practical methodology   for both china and Uganda is to form “a private limited liability company” whose book shareholders have been vetoed by both China and Uganda for the formation of (UCFCL) Uganda China Fisheries Company Limited”. It is this company UCFCL, we put at the central position to run the project. We front this company to borrow US$120billion from Exim Bank China with Blessing from The People’s Republic of China.  

For Uganda as a hosting country, to facilitate a private company UCFCL to borrow for pay back US$120 billion, plus $ 18 billion as interest in 7.5 years, at 2% interest per Unum, Uganda needs, among others, thousands of Fish landing sites as basic digital collecting centres. Currently Uganda has over 3000 Gazetted fish landing sites. These fish landing sites are the places where the fishermen originate to go fishing. This US$ 120 billion loan request, is primarily to develop these landing sites to international reputation. Plus; Developing A Beach Satellite City along / around each of the 3000 Gazetted fish landing sites.

 Project sustainability must incorporate a revised land tenure, particularly for the demarcated beach satellite city boundaries.   This land tenure will be introduced and discussed by Primary local councils, (LC) and sealed by laws enacted by Uganda parliament. This will be done to comfort the participating Chinese. These land tenure propositions (to be tabled later) will be discussed when the project is blessed by both China and Uganda. Tabling land tenure proposals today, may not be understood for an excited public.

Through our research, we found that despite Lake Victoria being owned by 3 countries, Uganda’s Nile perch may never migrate to Kenya or Tanzania. This is so because the juvenile Nile perch depend mainly on Zooplankton, which is always in plenty at all breeding areas. Growing Nile perch fingerings depend on the abundant Crustacean in the surrounding. The bigger Nile perch predator prey mainly on Nile tilapia, Rastreneo predatorbola Agenta, locally known as Mukene and other freshwater aquatic species. All these Nile perch preys are in abundance. Nile perch moves mainly in search of prey. More proof is from my 20 year Nile perch processing experience. Fish maws from Mukono are different from those in Katosi 80 km away. Even fish maws fished from Uganda borderline, like Kasensero are different from those in Ukelewe Islands in Tanzania. This is proof that Nile Perch migration is very less.  

Quantifying Project Sustainability; (Proof)

 In the Background of this presentation, I apologized that this may look too good to be true; Yes. Kindly allow me to present un upside down trend, with imaginary figures purporting that the current price has collapsed so low!!. 

For; “Uganda China Fisheries company limited” UCFCL to borrow $120 billion with 2% annual interest rate per Unum, from China Exim Bank, there must exist potential infrastructure in Uganda to the magnitude of US$140 billion. We now know that, we must harvest Nile perch fish whose Fish maw selling for a minimum of $1000/kg. Let us falsely assume that the Fish maw price has collapsed from $1000 to $200/kg. Let us also falsely assume that only 1000 fish landing sites are operational. (FLS) And we also assume that only 100,000 people (PP) are allowed to go fishing daily, and each individual is allowed 50 Nile perch daily. 

Would this US$120 billion loan to UCFCL be paid in 7.5 years at 2% per annum??

PROOF:100,000PP * 1000LS * 50 NPF * $200/kg = $10,000,000,000 as daily income. This is the proof by numerical truth!!!. We have allocated 10% to loan repayment. 10% of the above is; $10,000,000,000.  Therefore, even if a National Catastrophe happened !!, this project will never fail. Bearing in mind that Uganda’s Fish maw production will never satisfy the Chinese demand, the loan to UCFCL will be paid to Exim Bank China, with too much ease.

8.0 Strategies Uganda must embark on if the Chinese Exim Bank consents to the $120b loan request.

  • Uganda maximises the ecological dwelling of the Nile perch, so that This project introduces Nile perch to all fresh waters of Uganda as long as the Nile perch prey is available and in plenty
  • For the sustainability of fish maw supply, all the other species in freshwater areas of Uganda should not be fished, as they are, and should remain, abundant prey to the Nile perch.
  • This research recommends abundant additional tilapia cage-farmed fish occasionally released to the Kingmaker, the Nile perch, and also as prey.

Uganda Parliament   convenes to give the project legal dressing, including: 

  • Legalising an Autonomous, Self-Accounting body, UCFCL where all revenue will be collected and legally distributed as per project mandate. (at least $50,000,000 to The Republic of China every day). This company will deal directly with the Chinese Exim Bank. This autonomous Company will have 10board members. 4 members will be Chinese nominated by the People’s Republic of China. The Exim Bank of China will nominate one member. The remaining 5 members will be appointed by His Excellency, the President of Uganda. The chairmanship will change every 2 years between Uganda and China.  

Enact laws that enforce Harvesting only Nile perch whose Fish maw will sell for $1000 or more, at least for now.

Enact a law that prohibits wild fishing done today of any fish species in water areas where Nile perch dwell so that only farmed fish is for the public.

  • Legally Integrate the Army and Police to give the project Initial security and legal structures for implementation and prosecution.
  • Enact legal instruments that enforce 12 or 18 months fishing holiday for strategizing project procedures and mitigating for the fish community as they lose income during the 12 or 18 months’ preparation time.
  • Legalise the introduction of Nile perch to the freshwater area of Uganda as long as Nile perch prey is: abundant, renewable, and the environment is preserved.
  • Legalise the digital structures of the operation, e.g.: the fish maw web portal, the operating apps, the fish coders, Digital Beach weighing chutes, Digital weighing Scales at all customs, and other structures, just to mention a few.

9.0 Strategic Project Implementation Procedure.

  1. Exim bank China, on behalf of “The Peoples Republic of China” and its behalf, consents to lend US$120 billion to Uganda-China fisheries company limited for the Fish maw model project.
  2. The legal fraternity of both Uganda and China start drafting the laws to govern the new company. UCFCL. These laws must include protection of our renewable resource The Vicious Predator. These laws also include formation of a separate full ministry not under Agriculture.    Ministry of Fisheries and Antiquity. Ugandan President appends his signature to the law as an addendum to the current fish bill. Uganda Fisheries Authority is in the making under a new separate ministry- “The Ministry of Fisheries and Antiquity”.
  3. The managing board is commissioned; This new board takes managerial charge of the project. Exim Bank of China disburses the mobilisation fund. A beehive of activities begins, including sensitisation, where the public is sensitized to know that they are moving from their poor financial status to something much better. Those currently dealing in fish maws are shown the financial leap they are going to. All this sensitisation is majorly digital on phones and public media.  
  4. The fish maw web portal is released, and the additional apps are used to register the first 18 million youth using phone prompts.  
  5. His excellency, the President addresses his people about the financial ladder they are about to climb
  6. The fishing holiday is given a schedule either 12 or 18 months. Grassroots administration structures (similar to Uganda’s current LC system) are formed with laptops, and the digital operating system is entered. 
  7. A mitigation program for people who have been earning from fish-related jobs is being distributed to those whose data is already on the Fish maw web portal. 
  8. Construction of modern fish landing sites and outward modern roads (length in km to be decided then) is being contracted, beginning with the current big ones. Concurrently a network of communication systems is being contracted and installed, beginning with the big ones.

Note: Pre this, hundreds of Chinese companies in: “a- construction, b- ICT, c- boat building, d- Road construction, e- Fish cage making, f- marine engine assembling, g- Fish cold rooms construction, h- wall panel makers, g- Fish factory assembling machinery, k- motor boat assembly machinery”, just to mention a few, have been mobilised to come and take these contracts in partnership with Ugandans.

10.0 Budget description.

This project appears too good to be true. Even the proposed US$120billion looks too big for this Innovative project, but in fact the $120billion will not implement even 50% of what is intended, but returns are also too big such that What Uganda and UCFCL retains in Dividends is also too big to be kept without ploughing it back. Below is a list of some of the must do.

  1. Company formation digital programing, consultations, legal programing formatting apps, Country wide sensitization, laying down working structures. Managerial structures, employment procedure and employments. Surveying the initial fish landing sites. Quantifying the initial structures. Requesting and contracting contractors for major activities. 
  2. Digital awareness of what is to be done. Who does what and whom it belongs in harmony with the agreed land tenure in the demarcated zones.
  3. Registration of the first fish related activities, and description of jobs for the 18millions. Drafting the rules and guidelines, receiving administrative leaders and their job limits and area jurisdictions. 
  4. International Sourcing who to manufacture at least: 6200 Digital fish weighing Chutes. 6200 Digital fish weighing scales, 18600 fish coders, 3220 folk lifts. 3200 6200 Stainless steel sliders 3200 beach utensils / Gadgets.  20,000 Ropes. 20,000 Rollers. 9600 Air purifiers. 64000 Drainage utilities.  3200Cleaning packages, 134000 stainless factory fish knives.  3200 Stainless sliders. 3200 stainless washing tables. 9600 stainless fittings.  96000 Water power sprayers.  6400 condensing air gate keepers.   9600 Stainless Sliding tables.  3000 Truck weigh bridges.  20,000 beach communicating cameras, and wireless interconnections.   
  5. Cold and chill industrial storage facilities 
  6. Local fishing boat construction facilities. Imported boat assembling facilities.
  7. Sourcing for correct international phone manufacture to present our technical requirements in a smart phone.
  8. Roads protruding from each beach. At least 60m for each road from satellite beach city. Beginning with construction of a modern wide fish landing site.
  9. Most of the new structures or housing will be financed by a digital electronic controlled loan system at 6% per annum.

 11.0 Conclusion.

The multi-billion local potentials have been innovatively twined to boast China and Uganda. While it will lead to overhauling Uganda’s total infrastructure, it will increase China’s GDP. More so, it will reduce Ugandan’s poverty levels and offer employment to citizens for a decent living. Above all, it will strengthen the partnership between China and Uganda, which has been steadily growing.
